One thing people don't realize about the Church is that she moves quite slowly, as well as their being a law system for the Church.
Every priest is given a right to defend himself against allegations in canon law, Perhaps some of these canonical trials haven't reached conclusion yet. Also things in Confession are never allowed because of the Seal. This is why validation takes so long. It's not as simple as the outsiders think. (Or even those inside sometimes think)
I worked for a law firm for 25 years. It takes many man hours to go through documents. Each page has to be read and redacted to protect the privacy of uninvolved parties. When my firm had large document requests, contract attorneys would be hired just to review documents. The LA archdiocese had over 500 cases. It's going to take a while.
