As required by Canon Law on his 75th birthday, Monterey Bishop Sylvester Ryan will offer his resignation from office to the Holy Father on Sept. 3.

Does anybody know if this is the same Sylvester Ryan who was the principal of St. Paul High School in Santa Fe Springs during the 1970s?

I believe it is. He was originally a priest of the Archdiocese of Los Angeles.
